LEGISLATIVE NEWS
There are a couple of important dates coming up this month to be aware of in our continuing effort to promote safe patient care. These are emails received received by Becky Davis, AORN WA State Legislative Representative regarding an important activity that we need to participate in. Please encourage your colleagues, relatives, friends, and neighbors to write letters and/or attend and testify in support of this language. You can go to the website listed below and I included the information regarding the RN circulator language. This is our chance to make a big step toward safer patient care.
Hospital Licensing Rules
The Department of Health filed a CR-102 for Hospital Licensing rules under WSR-08-20-139. For detailed information about this publication and to review the proposed rules, follow the link below:

NEW SECTION
WAC 246-320-236 Surgical services. The purpose of this section is to guide the development and management of surgical services. Hospitals are not required to provide surgery and interventional care in order to be licensed.
If providing surgical services, hospitals must:
(1) Adopt and implement policies and procedures that:
(a) Identify areas where surgery and invasive procedures may be performed;
(b) Define staff access to areas where surgery and invasive procedures are performed;
(c) Identify practitioner's privileges for operating room staff; and
(d) Define staff qualifications and oversight;
(2) Use hospital policies and procedures which define standards of care;
(3) Implement a system to identify and indicate the correct surgical site prior to beginning a surgical procedure;
(4) Timely provide emergency equipment, supplies, and services to surgical and invasive areas;
(5) Provide separate refrigerated storage equipment with temperature alarms, when blood is stored in the surgical department; and
(6) Assure that a registered nurse qualified by training and experience functions as the circulating nurse in every operating room during surgical procedures.

o Review the Report on Proposals Second Edition
o Review the Updated Draft ASF Rules 10/2008
o Electronically submit a Public Comment Form
(either supporting specific rule “options” or suggesting alternative wording to an option)
The department requests you submit the public comment forms no later than 5:00pm Friday, November 21, 2008. After the public comment period ends, November 21, the department will notify interested parties of next steps in the rule development process.

WELCOME to the Website for the Washington State Council of Perioperative Nurses (WSCPN).
The WSCPN is open to peioperative nurses and registered nurses who are interested in networking and sharing information of importance to impact perioperative nursing practice and the delivery of safe patient care.
PURPOSE
To network and share information that impacts or has the potential to impact perioperative nursing in the State of Washington.
1. Coordinate and share information on educational offerings.
2. Monitor and disseminate information regarding state or local issues that impact perioperative nursing.
3. Establish communication among AORN Chapters, members-at-large, and other perioperative nurses (e.g., discussion via meeting, exchange of chapter newsletters or other correspondence, networking among perioperative nurses throughout the state).
4. Communicate with AORN Regional representatives regarding perioperative nursing issues (i.e., state legislation, education, and membership issues).
MEMBERSHIP AND DUES
Membership in the Washington State Council of Perioperative Nurses is open to perioperative nurses who reside or practice in the State of Washington.
Membership will be open to registered nurses who share the interests and purposes of the council.
Dues are $5.00/year, generally included in Mini-Congress attendance, however, may be submitted yearly to maintain membership.

Dr. Frankel will address the essential components for an effective patient stafety strategy. Dr. Frankel is Assistant Clinical Professor at Tufts University School of Medicine. He is also Director of Patient Safety for Partners HealthCare System and Staff Anesthesiologist at Newton-Wellesley Hospital. Dr. Frankel is currently the Project Leader for the Center of Excellence study: Evaluating Tools That Facilitate Reporting Surveillance, and Analysis of Medical Errors/Adverse Events. Dr. Frankel received his BS in Biology from Brandeis University and his MD from Boston Univers ity School of Medicine. After his residency training in Anesthesia at Beth Israel Hospital in Boston, he completed a clinical fellowship in Anesthesia at The Children's Hospital Medical Center in Boston and went on to become an Instructor in Anesthesia at Harvard Medical School and Associate Anesthetist at Beth Israel Hospital. In 1998, Dr. Frankel became Chief Medical Saf ety Officer, Newton-Wellesley Hospital in Newton, Massachusetts. In 1999, he served as Chairman, Adverse Drug Event Symposium for the Institute for Healthcare Improvement. Dr. Frankel is currently Chair of the Patient Safety Implementation group and ID - Epidemiology Collaborative Group for Partners HealthCare System.

Safe Patient Handling
Manual patient handling is recognized as the primary cause for MSK injuries among
nurses. Repeated performance of lifting, transferring, and repositioning patient
throughout one’s working lifetime results in the development of debilitating work

A History of Innovation:
A World of PotentialThe Journey of Safety for Nursing & Hemostasis
The world of nursing and perioperative nursing has changed dramatically over the last century. Operating room nursing 100 years ago was very different than today’s surgical suite. As medicine, surgery, and nursing has advanced, so too have the technologically innovations that drive practice and safe patient care. The ability to control bleeding has been a cornerstone in this development.
Electrosurgery generators (ESUs) are an essential tool throughout the world wherever surgical and invasive procedures are performed. Today it would be difficult to imagine denying any patient the safety of the immediate and effective hemostasis that electrosurgery provides. The tools that are available to the modern surgeon have developed over time, throughout the world. This program will trace that development from cauterization efforts historically used to the varied and sophisticated tools available to surgeons today. A look back at the evolution of electrotherapeutics from cautery to radiofrequency electrosurgery highlights just how long and far the journey has been to the refined tissue sensing energy available today.
This program looks at where we started and our growth as we celebrate a history of innovation and a world of potential. It will conclude with an inspirational plan on how we can work together to achieve our future goals.

Aviation and Surgery: What Do They Have in Common?
Even the most experienced airline crews utilize checklists to be sure all systems are in order to
ensure a safe flight. The Surgical Care and Outcomes Assessment Program (SCOAP), a surgical
care QI initiative, in collaboration with many other WA state organizations, is promoting the use of a
comprehensive surgical checklist to be implemented in every OR in every setting in the state of WA
by the end of the year 2009.
